根据《beat365网址》（中发〔2019〕26号）文件精神，遵照《beat365网址》（川教函〔2020〕139号）要求，按照《beat365官网》（成教办〔2020〕7号）安排，To formulate the implementation rules for the enrollment of compulsory education schools in the New District in 2020。

一、General requirement

二、Insist on not having to take an exam to enter nearby schools

(1) Adhere to the exemption of entrance examination

      严格执行义务教育适龄儿童少年免试入学规定，保障所有符合条件的适龄儿童少年均有一个公办学位。义务教育学校均不得以笔试、面试、面谈、评测等名义挑选学生，严禁以各类考试、竞赛、培训成绩或证书证明等作为招生依据。Starting from 2020, the enrollment of special students in junior high schools will be completely canceled。

三、Enrollment workflow

2Information collection, data review

School-age children studying in primary schools in the new District are required to collect personal information and review data。

(1) Information collection and data review shall be carried out in three batches for children of registered age in the new district。

现场资料审核：法定监护人持适龄儿童与其同一户籍的新区居民户口簿和实际居住地证明（法定监护人实名所属房产证明、政府公租房协议、政府廉租房协议等），到社区治理和社事局指定登记点进行现场审核。

The first batch:自愿填报天府第四中学校入学志愿的新区户籍适龄儿童，于5月14-16日进行个人Information collection，于5月17-18日进行网上资料审核。

自愿填报成都哈密尔顿麓湖小学入学志愿且符合条件的适龄儿童，于5月14-16日进行个人Information collection，于5月17-18日按成都哈密尔顿麓湖小学招生简章规定，持相关证明材料进行现场资料审核。

The second batch:自愿填报成都天府新区第七小学校、成都天府新区元音小学、成都天府新区第三中学小学部入学志愿的华阳街道户籍适龄儿童；自愿填报成都天府新区第七小学校、成都天府新区元音小学入学志愿的正兴街道户籍适龄儿童，Personal information will be collected from May 21 to 23，On-site data review will be conducted on May 24-25。

The third batch:前两批未确定学位的新区户籍适龄儿童，于5月28-31日进行个人Information collection；于6月1-5日进行现场资料审核。

3Private primary school online registration

(2) All private primary school enrollment shall implement unified online registration on a unified platform。The registration information cannot be modified after the registration deadline。No school shall organize its own enrollment registration。

4Organizational admission

       The enrollment and admission of private primary schools shall be organized and implemented by the administrative department of education in the place of examination and approval, and the enrollment and admission results shall be made public in a timely manner。No school may promise admission in any form in advance。报名人数超过核定招生计划数的民办小学，实行电脑随机录取；未超过核定计划数的，直接录取全部报名适龄儿童。School-age children who are not enrolled in private primary schools shall still be enrolled in public primary schools。

5Degree determination

(1) Public primary school degree determination。

The second batch:成都天府新区第七小学校、成都天府新区元音小学、成都天府新区第三中学小学部报名电脑随机录取。

华阳街道户籍以及按政策享有华阳街道户籍同等待遇的适龄儿童可选择成都天府新区第七小学校、成都天府新区元音小学、成都天府新区第三中学小学部三所学校中的一所填报入学志愿；正兴街道户籍以及按政策享有正兴街道户籍同等待遇的适龄儿童可选择成都天府新区第七小学校、成都天府新区元音小学两所学校中的一所填报入学志愿。招生报名人数超过核定招生计划数则电脑随机录取；未超过核定招生计划数，直接录取全部报名适龄儿童。

四、Children from special groups are guaranteed access to school

(1) Enrollment of migrant children

     随迁子女入学按照《beat365官网》（成办函〔2018〕168号）相关规定办理。居住在四川天府新区成都直管区的随迁子女应于5月份的工作日到社区治理和社事局指定的登记点（居住地所在的街道办事处）提出入学申请，并按要求提供在成都市连续依法缴纳城镇职工基本养老保险满一年及已在四川天府新区成都直管区连续居住满一年等有关合法稳定就业和合法稳定居住的相关证明。从2021年起，申请随迁子女就读的办理材料、流程、时间与2020年一致，如有变更将提前通知。

      符合条件的随迁子女申请就读四川天府新区成都直管区公办小学，由社区治理和社事局Overall arrangement入学。在四川天府新区成都直管区公办小学毕业且符合条件的随迁子女，纳入就读小学划片范围升学；在四川天府新区成都直管区以外小学毕业且符合条件的随迁子女，由社区治理和社事局Overall arrangement升学。

(2) Schools for children with disabilities

     各学校要妥善做好适龄残疾儿童少年教育安置工作，逐一核实未入学适龄残疾儿童少年数据，确保“应进全进”。学校不得拒绝接收具有接受普通教育能力的适龄残疾儿童少年随班就读，残疾学生纳入中小学学籍管理。

(3) Enrollment of children of entitled groups

        对烈士子女、符合条件的现役军人子女、公安英模和因公牺牲伤残警察子女、高层次人才子女、直接参与救治新冠肺炎患者的一线医务工作者子女、进藏干部职工子女及其他各类优抚对象子女，按照相关规定落实好教育优待政策。

(4) Enrollment of children of double group households

六、Standardize enrollment behavior

      各学校要成立由校长任组长的招生入学工作领导小组，认真学习有关法律法规，进一步增强依法治校的观念，严格遵守招生工作的政策与法规，规范学校招生入学工作，落实工作责任。社区治理和社事局将加强对各校招生入学工作的管理、指导、监督和检查，同时接受社会监督，确保招生入学工作规范有序进行。

(2) It is strictly prohibited to recruit students in violation of regulations

      严禁义务教育阶段学校提前招生，不得在规定时间前开展Recruitment propaganda（包括公布本校招生简章和广告，接待咨询、参观，举办公益讲座等）。It is strictly prohibited to enroll students without a plan or beyond the plan.       各学校要切实落实主体责任，加强对学校招生入学工作的领导和管理，依法依规依纪开展招生入学工作。要严肃查处违规违纪行为，对违规学校给予警告、通报批评、取消评优评先资格、撤销学校荣誉性称号并限期整改，视情节轻重对校长给予通报批评、取消评优评先资格、撤销荣誉称号，直至撤职等行政处分。其中，对严重违规的民办学校给予压减当年或次年招生计划、取消招生资格，直至取消办学许可的处罚。坚决查处将校外培训机构培训结果与中小学校招生入学挂钩的行为，对违规参与中小学招生入学的校外培训机构，直接吊销办学许可证，列入“黑名单”，涉嫌违法犯罪的，移交司法部门追究法律责任。社区治理和社事局将招生违规情况记入相关学校校长和教师信誉档案，与职称职级评定、评先评优相挂钩。The implementation of enrollment discipline will be included in the assessment of the performance of the school's party style and clean government construction。
